What Does December Hold for German Employees?

As the year comes to a close, many employees in Germany have something to look forward to on their December payslips. Recent measures passed by the Bundestag promise to bring a bit of financial cheer. Here’s a detailed breakdown of what these changes mean and how they might impact you.

What Are the Key Changes?

Every two years, the German federal government releases the Subsistence Minimum Report. This report determines the basic allowances—the minimum income level exempt from income tax for adults and children. These allowances are based on historical cost of living data. For 2024, updates are based on 2022 data, with adjustments reflecting the higher cost of living observed since January 1, 2024.

How Does This Affect You?

The adjustments to basic allowances and child allowances will be retroactively applied for 2024. This means employees, self-employed individuals, pensioners, students, and trainees will all feel the benefits. Importantly, these allowances are automatically handled by your employer or the tax office. So, if you’re employed, expect to see these changes reflected in your December payslip.

What Are the New Allowances?

For singles or individuals living alone, the current tax-free basic allowance is €11,640 per year. For married couples, this amount doubles to €23,280. Income up to these levels is tax-free. Starting January 1, 2024, the basic allowance for singles will increase by €180 to €11,784, and for married couples by €360 to €23,568. Similarly, the child allowance will increase by €228, bringing it to a total of €6,612 for both parents. This means less tax and potentially a bigger paycheck in December.

The increase in the basic allowance for singles (€180) and for married couples (€360) will be retroactively applied, making the December pay slip a little more generous. These changes mean you won’t pay any taxes on these amounts, offering significant relief.

What About Future Changes?

Starting in 2025, there will also be an increase in Child Benefits, though this change has faced some criticism regarding its sufficiency in addressing inflation.

Additionally, the Bundestag has introduced a major tax reform aimed at reducing the burden on taxpayers and offsetting inflation. This initiative, called the Law on Tax Exemption of the Subsistence Level 2024, was passed on October 18, 2024, and approved by the Bundesrat on November 22, 2024.
